Not a "cycling" issue, but similar.


When Central Market opened in Dallas, I admired their innovative handicap-access parking, and how wheelchair users had a passageway between the rows of parked cars.
A few months later, those passageways have been replaced with shopping cart parking.
Was this done in response to an ADA requirement regarding the safety of a wheelchair user, or was it done by a non-thinking manager looking for more places to park shopping carts?
