You might want to talk to PM Summer. He's actually done that kind of counting with the trails in Dallas. He's done a lot of the work of balancing cost, realistic assessments and air quality consequences (road diets). He has interesting thoughts on what supports and kills mode share.
And he's a really nice guy, a great big teddy bear. 100% genuine in his concern for the well-being of cyclists.
There goes my reputation. Sic bike-transit gloria.
