That top photo is obviously an inverted unicycle for four people with the saddles and wheel stripped from it because the owner failed to properly lock those removable components.

I like the way Yokota Fritz thinks, but in actuality the stuff in the top picture can easily be snagged by simply unbolting the sign while the bottom photo identifies the more obvious, but less elegant, approach of sawing through the stool since the sign is not such an obvious route to walking off with the spoils. Both approaches would be easily thwarted by my own strategy of taking the bike in the store, illustrating a fundamental shortcoming of "bikes as vehicles" in that bikes CAN be taken inside, and even up and down elevators. Try THAT with a Vespa and see how far you get!
